A 19-year-old man has been arrested at Liverpool John Lennon Airport in connection with the Manchester Arena bombing.
He was held on suspicion of offences contrary to the Terrorism Act and remains in custody, said Greater Manchester Police.
It is understood he was on an inbound flight to the UK.
A property on Thelwall Avenue in the Fallowfield area of Manchester is being searched in connection with the arrest.
Police forensics teams were seen taking photos inside the property and of the contents of the bins outside.
A man and a woman, who covered their faces, were taken away in an unmarked police car.
Neighbours said a Libyan family lived at the address.
Twenty-three people have now been arrested over the 22 May suicide bombing – two were quickly de-arrested and 20 others were released without charge.
