Jay Garland of Paducah Kentucky was arrested in connection to a Dec. 3 shooting at 5120 Concord Avenue.
When deputies arrived, they found the victim, Tyler Busby of Paducah Kentucky, in the driveway.
While executing a search warrant at the residence deputies located a homemade explosive.
The Paducah Police Department bomb squad assisted deputies with the removal of the homemade explosive.
